On Friday, March 7, 2025, Minneapolis investigator met with M. K., regarding a prior report of sexual assault. Victim told officers the assault occurred on May 25, 2024, and the suspect is her biological father Thomas Dean Rohlfs, born on [DOB REDACTED], herein DEFENDANT. Victim [NAME REDACTED] from a young age she was adopted but a few years ago she submitted DNA through Ancestry in an attempt to connect with her birth parents. About two or three years ago she reached out to her birth father – DEFENDANT. They began speaking and planned to meet on May 24, 2024, in Minneapolis, Minnesota.
They met up at Canopy by Hilton located at 700 3rd Street South, Minneapolis, Hennepin County, and the room reservation was for May 24 – May 25. On this night, at around 5PM, Victim [NAME REDACTED] at the hotel then went to dinner at Umbra restaurant inside the hotel at around 7:00PM. After dinner and drinks they went to Maxwells until around 1:00AM. Victim stated she felt some effects of alcohol but not to the point of inebriation. During the night, Victim recalled DEFENDANT telling multiple people that Victim was his daughter and that if she wasn’t he would be “hitting on her.” Victim [NAME REDACTED] had separate rooms at the hotel.
Victim went to go to her room at around 4:00AM but DEFENDANT insisted she stay with him to talk. Victim stated they were both sitting on DEFENDANT’s couch when DEFENDANT became emotional talking about a breakup and being a sex addict. During the conversation, Victim tried to change the subject. At some point, Victim became tired and fell asleep. When Victim [NAME REDACTED], DEFENDANT was behind Victim, rubbing her back and hugging her. DEFENDANT then rubbed her thigh and then put his hands under her dress and pulled her underwear aside.
Victim [NAME REDACTED] during the assault and the DEFENDANT’s penis penetrated her vagina. DEFENDANT ejaculated inside of Victim’s vagina. Victim [NAME REDACTED] was entirely nonconsensual and she was crying during the assault. In the morning, when leaving the hotel, DEFENDANT made a comment to Victim [NAME REDACTED] would keep quiet what they did together. After the assault, Victim began experiencing PTSD and depression which resulted in her attending inpatient treatment. Victim disclosed this assault to several people.
Victim disclosed the assault to DEFENDANT’s sister, J. R., in October 2024. J. R. Confirmed with police that DEFENDANT had a history of infidelity and sex addiction. Victim disclosed the assault to two prior partners, J. F. And J. M. Victim also disclosed to her ex-husband, N. K. DEFENDANT is currently out of custody therefore a warrant is requested.
