That on October 15, 2025, at approximately 5:58 P.M. Sergeant W. C. Was on routine patrol working as a Deputy Sheriff for the Hennepin County Sheriff’s Office eastbound on 14th Street East at Chicago Avenue in Minneapolis, Hennepin County, Minnesota, when he saw a Ford Explorer, Minnesota license RJW962, being driving by an individual later identified as Kie-Ajon Chris Carroll and Defendant herein, with no front license plate displayed. As the deputy made a U-turn in his marked squad to get behind Defendant, Defendant abruptly pulled into a parking lot and parked his vehicle at an angle.
The Deputy made a traffic stop and as he approached the driver’s side of Defendant’s vehicle, he could smell the odor of burned marijuana. Defendant identified himself with a Minnesota State ID. The deputy informed Defendant of the reason for the traffic stop. When asked, Defendant informed the deputy that he does not have a valid driver’s license or proof of insurance. A driver’s license check revealed that Defendant’s driver’s license status was revoked, and notice had been sent. When asked how much marijuana was in the vehicle, Defendant showed the deputy two rolled marijuana cigarettes in the ashtray in his front center cup holder.
Defendant confirmed to the deputy that the cigarettes were marijuana. When asked if there were any other drugs or guns in the vehicle, Defendant stated there weren’t. The deputy informed Defendant that he would be searching Defendant’s vehicle due to the marijuana not being properly packaged and not from a licensed dispensary, and as Defendant exited his vehicle, he informed the deputy that he did have a firearm in the vehicle. When asked where it was located and if he had a permit to carry, Defendant stated the firearm was in his backpack and that he does have a permit to carry, but only provided a permit to purchase.
Deputies located an uncased black Glock handgun in Defendant’s backpack in the back passenger seat, and an extended clear magazine with nine live rounds. Deputies verified that Defendant did not have a permit to carry a handgun.
