On or about 11/19/2025 at about 2:22 pm Officers with the Brooklyn Center Police Department were on routine patrol on the 6400 block of James Circle North in Brooklyn Center, Hennepin County, Minnesota. Officers observed a black Chevy Tahoe backed into a parking spot in front of a hotel with its running lights on. The vehicle was recognized by the officers as they had previously stopped the vehicle on 11/14/2025 and cited the driver with driving after revocation. The Officers observed the vehicle exiting the parking lot and drive northbound on James Circle North.
The Officers noticed that the vehicle still had expired tabs, the reason for the previous traffic stop. The Officers attempted to make a traffic stop of the vehicle as its tabs were still expired even after previously being stopped for this reason. The subject vehicle stopped at the intersection of Freeway Boulevard and James Circle North and then began traveling eastbound on Freeway Boulevard to the Highway 100 ramp off of Humboldt Avenue North. The vehicle quickly got onto Highway 100 from the Humboldt Avenue North, where Police continued to follow.
Officers had to increase the speed of their squad car to 100 MPH to catch up to the subject vehicle to conduct a traffic stop. During this process the subject vehicle made several lane changes in an attempt to evade the traffic stop. A traffic stop was attempted on Southbound highway 100 passing County Road 81 but the vehicle refused to stop. After a brief period, the pursuit was cancelled. The Officers returned to the hotel parking lot where the vehicle was initially seen and reviewed footage from their squad camera.
Comparing this footage to license photos, the Driver was identified as Rhamal Antonio Powell [DOB REDACTED], Defendant herein. Another individual was identified as leaving the hotel and entering the passenger side of the vehicle before it left the parking lot. That individual was identified as having several active warrants for domestic violence. Defendant was later taken into custody on this charge.
