On or about October 24, 2025, at approximately 1:52 PM, officers of the Oak Park Heights Police Department responded to a report of a theft at Walmart, [ADDRESS REDACTED] N, City of Oak Park Heights, Washington County, Minnesota. Officers were advised that the suspects, one of which included TIFFANY MARIE FINNEGAN, [DOB REDACTED], the Defendant herein, have been involved in four separate incidents. Defendant and co-defendant arrived in the same vehicle as the other thefts, which was registered to Defendant.
Co-defendant is seen driving and drops off Defendant near the front doors. Defendant is seen grabbing a cart and proceeds to shop inside. Defendant then heads to self-checkout. Defendant scans the Scan and Go app on his phone, which allows customers to can their items while they shop and then scan a barcode at the checkout, prompting them to pay. After Defendant scans the app, the terminal prompts her to go to the app to confirm payment. Defendant pays with the app and a prompt appeared, asking for what format of receipt one wishes to receive.
Defendant can be seen looking up co-defendant's phone number on camera and entering it on the kiosk while also received a printed copy. At the same time, co-defendant goes through a manned register and checks out one produce item. Co-defendant has other items in his cart consistent with the ones Defendant just bought. Co-defendant shows the cashier the Scan and Go app to avoid payment for the rest of the items in his cart. Co-defendant then goes though the GM side doors and exits, passing all points of sale with unpaid merchandise.
Defendant exited through the grocery side doors. The total theft amount is $51.01.
