On or about November 8, 2025, Officer Overlie of the Ramsey Police Department responded to a delayed report of assault that occurred the night prior at approximately 1:30 AM at the Riversbend Bar and Grill located at [ADDRESS REDACTED] NW in the City of Ramsey, Anoka County, Minnesota. The officer made contact with the reporting party, M. S., who advised that he was siting at the bar with his friend, Z. M, seated to his right. M. S. Advised that SHANE STARLING LAMBETH [DOB REDACTED], Defendant herein, was seated to his left.
M. S. Advised that both he and Defendant had been intoxicated and got into a verbal argument. M. S. Advised that the bartender on shift told him to stop talking to Defendant. M. S. Stated that he stopped talking to Defendant and was then hit in the back of the head with a glass cuP.M. S. Stated that by the time he realized what had happened, the bartender had already removed Defendant from the bar. M. S. Reported that the glass cup shattered when it hit him and glass went all over the bar. M. S. Advised that he was not cut by the glass, but sustained a bump on the back of his head where he was hit.
M. S. Reported leaving the bar approximately fifteen minutes after Defendant. The officer spoke with Z. M., who advised that he had been sitting at the bar with M. S., who was having a conversation with Defendant. Z. M. Stated that M. S. Made a comment to Defendant about wearing makeup, at which point Defendant became upset, took a glass cup from the bar, and hit M. S. In the back of the head with it. The officer then spoke with the Riversbend bartender, who advised that Defendant was at the bar with a regular known to the bartender as M. J. The bartender advised that M. J. Stated he was Defendant's boss.
The bartender reported that issues began when comments were made about Defendant wearing makeup. The bartender stated that he told M. S. And Z. M. To stop talking to Defendant. The bartender reported that Defendant became upset, grabbed a glass cup, dumped the ice, and threw it at the back of M. S.'s head. The bartender advised that the cup shattered when it hit the bar. The bartender reported that he then grabbed Defendant around the collar and escorted him out of the establishment. The bartender advised that neither M. S. Nor Z. M. Were being threatening or aggressive towards Defendant.
The officer spoke with M. J., who advised he was present at the bar with Defendant, but is hard of hearing so he didn't know what Defendant and M. S. Were arguing about. M. J. Reported that he saw Defendant get up, yell, and throw a glass cup at the back of M. S.'s head. M. J. Reported that the bartender then removed Defendant from the bar. M. J. Advised that he spoke with Defendant after the incident and Defendant stated that M. S. And Z. M. Called him a slur and made comments about his spray tan and makeup.
