On December 21, 2025, at approximately 2:18 A.M., Brooklyn Center Police Department officers were dispatched to a hotel located in Brooklyn Center, Hennepin County, Minnesota. Upon arrival, officers spoke with the reporting party about an individual entering a closed area of the building. Reporting party provided surveillance footage showing an individual, later identified and known to the reporting party as JAY BASSAM SUTCLIFFE, [DOB REDACTED], hereinafter Defendant. Officers observed Defendant use a device to open the locked door to the maintenance room on the second floor.
Officers next observed Defendant exit the first-floor maid service room. Reporting party noted that there is a laundry chute that connects the maintenance room to the service room, one floor below. While exiting the first-floor service room, Defendant is observed carrying a duffle bag filled with items from the service room. Further review of surveillance footage led officers to room number #234. Upon making contact with the occupant of said room, officers learned that Defendant was hiding between the mattress and boxspring of one of the beds within the room.
Officers located Defendant and placed him under arrest. The reporting party noted that nobody is allowed in the maintenance or maid service rooms except for employees and that these rooms are closed to the public. The reporting party further noted that Defendant did not have permission to enter either room, nor did he have permission to take any of the items from those rooms. Defendant is currently in custody and has a pending burglary in the second degree per MNCIS case number 27-CR-25-27211. The State respectfully requests this complaint issue via Order of Detention.
