On 03/20/26 at about 2145 hours, a Ramsey County Investigator took a motor vehicle theft report at [ADDRESS REDACTED]. In St. Paul, Ramsey County. The vehicle’s owner, LF, said that at about 2100 hours someone stole his 2023 Toyota Rav 4 (MN/1SG917) that was parked there. LF was able to track the vehicle using his "find my iPhone" app. The value of the vehicle exceeded $5,000. The vehicle was quickly located unoccupied near 1941 Wilson and, at about 2310 hours, the Investigator deployed a GPS tracking device on it.
At about 0040 hours, the tracker reported that the vehicle was moving and the Investigator requested assistance from the MN State Patrol helicopter. At about 0050 hours, the helicopter reported that the vehicle had stopped in the alley behind [ADDRESS REDACTED] E in St. Paul, Ramsey County. Ramsey County squads converged on the vehicle and blocked it in. The driver of the vehicle, later identified as Nailah Chanel SAWYER [DOB REDACTED], was bent over toward the passenger's seat and digging around.
The Investigator broke the vehicle’s window in order to take SAWYER into custody. In the process, The Investigator’s arm was cut, which required stitches. The keys were recovered from the vehicle. Because SAWYER was able to ingest narcotics before being taken into custody, Narcan was administered and SAWYER was transported to Regions Hospital. En route, SWAYER became combative and tried to bite the Investigator.
