On or about November 26, 2025 at approximately 11:25 P.M., an officer conducting traffic enforcement near the intersection of Dayton Road and Nathan Lane North in Champlin, Hennepin County, Minnesota saw a black Audi S5 with Minnesota license plate [PLATE REDACTED] driving with its passenger side headlight out. The headlight assembly was only illuminated by a daytime running light. The officer initiated a traffic stop and the Audi pulled into a nearby driveway on 131st Avenue North. The officer approached the Audi and made contact with the driver, who was the sole occupant of the Audi.
The driver was identified as ABDUL ALEEM MANRAJ, (“Defendant” herein). While talking with Defendant, the officer noticed the smell of alcoholic beverages emitting from inside the Audi. The officer saw an open bottle of Corona beer in the center console cup holder. The officer asked Defendant to hand him the bottle, and Defendant complied. The officer observed some residual beer inside the bottle. The officer ran routine checks on Defendant and learned that Defendant had a “no use of alcohol/drug” restriction on his license, and Defendant was required to use an ignition interlock.
The officer reapproached the Audi and confirmed Defendant was not using an ignition interlock device. A second officer on scene observed additional open beer bottles inside the Audi and an open liquor bottle on the floor near the backseat. Officers asked Defendant if he had consumed any alcohol. Defendant denied any alcohol consumption and said his friends had been drinking in the Audi. Defendant told officers he had just purchased the Audi, and he was working on getting an ignition interlock device installed.
Officers ordered Defendant to step out of the Audi, and Defendant argued with officers. After some argument, officers attempted to open Defendant’s door, which Defendant held onto and closed. Eventually, Defendant complied with commands and stepped out of the Audi and was placed under arrest. In a search of Defendant’s pockets, officers found a small plastic bag containing a green leafy substance consistent with marijuana. Officers conducted the Horizontal Gaze Nystagmus test and noticed a lack of smooth pursuit in Defendant’s eyes.
Officers did not attempt other standard field sobriety tests given that Defendant was in handcuffs. Officers obtained a warrant for a sample of Defendant’s blood or urine. Defendant provided a urine sample at approximately 1:02 A.M. The Minnesota Bureau of Criminal Apprehension tested this sample, which showed an ethyl alcohol concentration of 0.043 and the presence of amphetamine and methamphetamine. Defendant was convicted of felony-level DWI in violation of Minn. Stat. § 169A.20, subd. 1(2) on or about April 10, 2025 (Court File Number ••-CR-••-••••). The State requests this Complaint issue as a warrant for the following reasons: Defendant is currently in custody at the Hennepin County adult detention center for an unrelated matter.
