Probable Cause
On May 28, 2024, Detective Rasinski of the Olmsted County Sheriff's Office met with a confidential reliable informant (CRI). CRI stated that they knew ABDIKADAR AWIL ALI [DOB REDACTED] was actively selling cocaine in Olmsted County. Det. Rasinski coordinated a controlled purchase of cocaine from Ali utilizing the CRI. The CRI contacted Ali, who agreed to sell the CRI an ounce of cocaine for $1,000. The CRI met with law enforcement and was searched for contraband. The CRI was provided with $1,000 of prerecorded controlled buy funds and outfitted with covert surveillance devices.
The CRI then traveled to a parking lot in NW Rochester, Olmsted County, MN. At approximately 3:55pm, Ali arrived and met with the CRI. The CRI gave Ali $1,000 and Ali gave the CRI approximately 1 ounce of cocaine. The CRI then left the parking lot and met with Det. Rasinski at a predetermined location. The CRI gave the suspected cocaine to Det. Rasinski. The substance later tested presumptively positive and weighed 28.6 grams. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
