The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On January 30, 2026, at about 6:30am, Ramsey County Emergency 911 received a call from an encampment near [ADDRESS REDACTED]., St. Paul, Ramsey County. The caller said that another man was being aggressive with a hammer and knife. The dispatcher could then hear another male voice threatening the caller. St. Paul Police responded and met with the caller, WDW ([DOB REDACTED]). He said that he had been threatened by a man whom he pointed toward in the encampment.
Officers approached the man and identified him as the defendant, QUETZALCOATL CASTILLO VILCHIS ([DOB REDACTED]). A warrant was found to be outstanding for his arrest. WDW said that the defendant had entered WDW’s tent while looking for a bag of marijuana. He said that the defendant picked up a hammer and pulled out a knife. He said that the man cornered him in the tent, with the weapons by the man’s side, and threatened to kill him. On the defendant’s person was a knife consistent with WDW’s description.
The defendant provided consent to search his tent. Inside they found a hammer consistent with WDW’s description. In a Mirandized interview, the defendant admitted to entering WDW’s tent while carrying a hammer and flashlight. He claimed that WDW has stolen from him, is abusive toward a female acquaintance, and possesses a handgun. He said that he falsely told WDW that he too has a gun, in order to protect himself.
