On 4/21/2026 at about 1618 hours, St. Paul Police saw a 2005 Buick (MN/MWR784) driving north on Asbury St at Sherburne in St. Paul, Ramsey County. The vehicle failed to stop before the stop sign at the intersection and officers saw that the driver, later identified as Joseph Marquette GOODMAN [DOB REDACTED], was not wearing a seat belt. Police stopped the Buick at Asbury St and Lafond Ave. As the vehicle was pulling over, officers saw GOODMAN reach into the back seat behind the passenger seat. When officers approached the vehicle, they saw that there was a one year old baby in the back passenger seat and a 3-5 year old child in the front passenger seat who was not in a car seat.
Officers also noticed the odor of burnt and unburnt marijuana coming from the vehicle and saw two marijuana blunts in the ashtray. GOODMAN was very nervous. He was looking around, visibly sweating, and his hands were shaking. GOODMAN said he reached into the back seat because the baby was screaming. But officers noted that the baby appeared fine and not crying. GOODMAN was removed from the vehicle. After exiting, he said "when you move my son out the seat bro, there is a firearm under him." During a search of the vehicle, police found suspected marijuana in the front center console, a loaded firearm magazine in the glove box, and a loaded KelTec CMR30.22 caliber rifle on the rear passenger floorboard.
GOODMAN does not have a valid permit to carry and was previously convicted of Carry/Possess Pistol w/out permit (19HA-CR-22-431). In a post-Miranda statement, GOODMAN admitted that the gun was his and that he purchased it for $200.
