Your complainant is employed by Minnesota State Patrol. In that capacity, complainant has reviewed official reports and has learned substantially the following: On 10/05/2025 at approximately 10:09 pm, Trooper Clark was dispatched to a report of a crash on the ramp from westbound I-694 to Brooklyn Boulevard, in the City of Brooklyn Center, County of Hennepin, State of Minnesota. Upon arrival, Trooper Clark observed a silver 2009 Ford Focus (Minn. Lic.: KYV174), that was facing the wrong way in the grass on the right shoulder of the ramp.
The driver was identified as Skye Cato Dixon, [DOB REDACTED], the defendant herein. The defendant stated that another vehicle was tailgating her and spun her off the road. While speaking to the defendant, Trooper Haddy observed an odor of consumed alcohol coming from her person. The defendant denied drinking alcohol at first, but then admitted to drinking two shots of tequila. The defendant agreed to perform the horizontal gaze nystagmus test, which displayed multiple clues of impairment. Additional field sobriety tests were not administered due to possible injuries from the crash.
The defendant agreed to submit to a preliminary breath test which recorded a BAC of 0.298. The defendant was placed under arrest for driving under the influence and was read the Minnesota Breath Test Advisory. The defendant stated that he understood the advisory and was granted an opportunity to contact an attorney. The defendant agreed to submit to a breath test which recorded a BAC of 0.24 at approximately 11:51 pm.
