In early April, 2026, officers from the Cottage Grove Police Department responded to a report of threatening behavior directed at an individual residing in the 8300 Block of 66th Street, in the City of Cottage Grove, within Washington County. Officers spoke with MTS (an adult male, fully identified in the reports) who stated that on March 29, 2026, he received information from his cousin that an acquaintance identified as DYLAN RAYMOND ORR [DOB REDACTED], the defendant, had been sending the cousin text messages threatening to assault MTS due to a personal issue between the two.
MTS showed officers screen shots of the texts which stated "I'll stab his ass." MTS also told officers that earlier in the day, the defendant had come to his residence at the above address and was at his front door yelling "I'm going to beat the s*** out of you" and "I'm going to f*** you up." It should be noted that the defendant has several prior convictions for assaultive/violent behavior. The defendant is currently in custody in Ramsey County, and has both Minnesota DOC and Federal probation holds.
The State is requesting a warrant to secure his appearance in Washington County District Court.
