On May 3, 2026, at approximately 8:57 A.M., police responded to the area of Seventh Street West and Interstate 35E in St. Paul, Ramsey County, Minnesota, on a report of a male slumped behind the wheel of a vehicle. Upon arrival, police observed a vehicle parked in the left lane facing east on Seventh Street West right before the bridge to get on the highway. Police saw a male hunched over sleeping in the vehicle with his hand on the gear shifter, and it appeared that the male fell asleep while waiting for the light to change.
Police were able to wake the driver, later identified as CRISTIAN GEOVANNY GUANOLUISA FLORES – [DOB REDACTED], by pounding on the window. GUANOLUISA FLORES appeared confused and did not speak English. Police observed that his movements were slow, and he had watery eyes. GUANOLUISA FLORES turned off the car and provided the keys to police as directed. GUANOLUISA FLORES told police that he was coming from his home and going home but was unable to provide his address. GUANOLUISA FLORES apologized for falling asleep.
GUANOLUISA FLORES stated that he did not have a driver’s license with him. While speaking with GUANOLUISA FLORES, the officer noted an odor of consumed alcoholic beverage on his breath. GUANOLUISA FLORES asked the officer not to take him to jail and stated several times that he was not drinking despite the police not asking about alcohol consumption. Police attempted to conduct the Horizontal Gaze Nystagmus test on GUANOLUISA FLORES. Despite indicating that he understood the instructions, GUANOLUISA FLORES continued to move his head after multiple warnings and did not consistently follow the stimulus.
The officer noted a lack of smooth pursuit and the presence of nystagmus. Given GUANOLUISA FLORES’s behaviors, police did not conduct any further field sobriety tests. Police administered a PBT, which registered a result of 0.19 BAC. GUANOLUISA FLORES was taken into custody. GUANOLUISA FLORES’s driver’s license is cancelled as inimical to public safety. At the Rasmey County Jail, an officer read the Minnesota Breath Test Advisory to GUANOLUISA FLORES. During the process, the officer noted that GUANOLUISA FLORES had a hard time keeping his head up and staying awake.
GUANOLUISA FLORES provided a breath sample at 10:54 A.M., which registered a result of 0.15 BAC. GUANOLUISA FLORES has the following qualified prior impaired driving incidents: Implied Consent Revocation on May 27, 2023.
