Complainant is Minnesota State Patrol Trooper Alex Forsman. Complainant states that on May 10, 2025, at approximately 10:26pm, troopers responded to a motor vehicle crash in the area of I-694 in the city of Maple Grove, Hennepin County, Minnesota. Upon arrival, troopers observed a Toyota Corolla that had struck the guardrail and was stuck in the guardrail end. When troopers approached the vehicle they found it was unoccupied and there was a bottle of vodka that was half-full in the passneger side glove box.
As troopers looked around for a possible driver, they observed a female walking up the ramp from Westbound I-694. Troopers observed the female was stumbling and waking with an unsteady gait. The female had a vehicle key in her hand and was later identified as TIANA JADE BOWMAN [DOB REDACTED]. Troopers made contact with her and observed she had bloodshot glassy eyes and was emitting the overwhelming odor of a consumed alcoholic beverage. BOWMAN stated to troopers that the Corolla was her car. Troopers asked what happened and BOWMAN stated she messed up.
Troopers asked why she ran away from her vehicle and BOWMAN stated she thought she was going to be picked up. BOWMAN admitted to drinking and further admitted to drinking the bottle of vodka that was located in the vehicle. BOWMAN stated she was coming from New Brighton and headed to Mounds View. Troopers then asked BOWMAN to participate in SFSTs and she agreed. During HGN, BOWMAN displayed lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset of nystagmus prior to 45 degrees in both eyes.
Troopers then instructed BOWMAN on the walk and turn, and observed BOWMAN lost balance during the instructional phase, did not step heel to toe, she stepped off the line and used arms for balance, made an improper turn, and took the wrong number of steps. When completing the one leg stand, BOWMAN put her foot down and used her arms for balance, and noticably swayed. Troopers asked if BOWMAN felt ok to drive and she stated, "not the most safe." BOWMAN advised she was drinking at home and taking care of her brother's cats and thought she was on her way to Minnetonka.
BOWMAN agreed to give a PBT sample and provided a.273 BAC. BOWMAN was placed under arrest and transported to the Hennepin County Jail where she was read a Breath Test Advisory. BOWMAN provided a DMT sample of.25 BAC at 11:14pm, within 2 hours of driving conduct.
