On December 16, 2025, approximately around 5:01 P.M., Minneapolis Police Department officers were dispatched on report of a suspicious vehicle to the 3700 Block of Stevens Avenue South, in Minneapolis, Hennepin County. Dispatch informed responding officers the suspicious vehicle was parked in the rear of the address and was described as a gray Kia Sedan missing a front license plate. Upon arrival, officers observed a vehicle matching the description provided by dispatch. Officers observed the gray Kia was missing the front license plate but had a rear plate of MN JLP358. Officers confirmed with dispatch the gray Kia was reported stolen.
Officers approached the vehicle and observed the sole occupant of the gray Kia slumped over and asleep in the driver's seat. Officers later identified the sole occupant as JOSE LUIS LEDESMA MONCADA [DOB REDACTED] "Defendant" herein. The key was in the ignition, and the vehicle was running. Officers awoke the Defendant and requested him to exit the gray Kia. Officers searched the gray Kia. Near the front passenger seat, officers located a piece of tinfoil containing chunks of suspected narcotics. Officers also located a second set of Kia keys that did not belong to the gray Kia.
Defendant was placed under arrest and transported to the Hennepin County Jail. Officers later field-tested the suspected narcotics. The suspected narcotics field-tested positive for 0.18 grams of fentanyl. On December 13, 2025, around 6:00 P.M., the gray Kia was reported stolen from the owner's apartment building parking lot. At present, Defendant is in custody.
