That on February 4, 2026, at approximately 9:43 A.M., officers were dispatched to the parking lot of Scheels, located in Eden Prairie, Hennepin County, Minnesota, to investigate a theft in-progress. In route, officers were advised a male, subsequently identified as JOHN PHILLIP LANZ, hereafter defendant, had taken store merchandise, left the store without payment, and entered a vehicle in the parking lot. Loss prevention reported defendant did not have permission to take merchandise without payment.
Loss prevention identified the vehicle make, model and license plate number. Upon arrival, officers located the identified vehicle, parked, running, with defendant behind the wheel. Officers directed defendant to turn off the vehicle. Officers arrested defendant. During a search incident to arrest, officers located a baggie inside defendant's pocket that contained a suspected controlled substance. This substance subsequently NIK tested positive as methamphetamine and weighed.71 grams. The property stolen from Scheels was located inside the vehicle and had a value of $100.00. During a post-Miranda statement, defendant admitted using methamphetamine, going to Scheels, and stealing property.
While speaking with defendant, officers observed defendant exhibited indica of drug impairment. Officers obtained a search warrant for a sample of defendant's blood and transported defendant to a hospital. At the hospital, a sample of defendant's blood was drawn and sealed in a BCA approved kit. The sample was then delivered to the MN BCA. On March 20, 2026, a forensic scientist at the MN BCA issued a report indicating defendant's blood sample contained amphetamine and methamphetamine, which are Schedule I or II controlled substances.
A check into defendant's record revealed that on September 14, 2023, defendant was convicted of DWI, in violation of Minn. Stat. 169A.20, for an offense that occurred in McLeod County on June 21, 2023 (MNCIS File No.: 43-CR-23-886). At present, defendant is not in custody.
