On November 5, 2025 police received a call from K. R. Whose office is located in Stillwater, Washington County, Minnesota, K. R. Is also a resident of Washington county, but that address is unknown to KYLE KENT BELGARDE [DOB REDACTED] (Defendant). K. R. Previously served as a psychologist at MCF- Stillwater, at which time K. R. Was a patient while he was housed in that facility. K. R. Reported to law enforcement that on November 3, 2025 Defendant left a voicemail "I am going to kill K. R., Charles Manson wants me to kill K. R. Kyle and K. R. Are having sex" K. R. Also reported receiving another voicemail from Defendant on November 4, 2025. On that same day, in Dilworth, North Dakota, were Defendant resides, Defendant's caseworker, C. R. Reported to local law enforcement C. R. Had received a voicemail from the Defendant on November 3, 2025. In that voicemail Defendant stated "I'm going to kill Kara Richter" Previously on August 28, 2025 K. R. Notified police of three voicemails she received from Defendant.
The Defendant rambled was rambling about being incarcerated, past prison guards' murders, assaults in prison and was swearing and yelling. Over a nine minute message, defendant spoke of the Menendez brothers, Isaac Johnson and other infamous inmates and convicted murderers. Defendant spoke of his time in various jails and of being incarcerated at Stillwater Prison. Previously on July 7, 2025 K. R. Notified police of voicemails she received from Defendant on July 4th and July 5th, 2025. Defendant spoke of the protected party's feet, his masturbation habits, a plan to obtain a firearm and kill someone, committing robbery, and dying by suicide by cop.
Defendant left approximately 20 minutes worth of voicemail messages to the protected party. K. R. Has had an active Harassment Restraining Order against Defendant in ••-CR-••-••••, since March 12, 2025. K. R. Has reported receiving calls from Defendant for the past few years and living in fear of the Defendant due to the nature of the calls.
