On November 13, 2025, at approximately 1:56 PM, officers of the Woodbury Department of Public Safety were dispatched on a welfare check at a location on Queens Drive in the City of Woodbury, County of Washington, State of Minnesota. Officers arrived on scene and located the described male, who was eventually identified as JOHN CLAUDE THARRETT, III, [DOB REDACTED], hereinafter "Defendant." Officers observed Defendant littering in the roadway and crossing the middle of the road despite a crosswalk being available.
Officers demanded to see Defendant's identification, but he refused. Defendant admitted to having active arrest warrants, but claimed officers were not allowed to arrest him because he is mentally ill. Officers advised Defendant he is under arrest, but he forcefully resisted. Defendant pulled away from officers and had to be taken to the ground. Defendant continued to fight back, and ultimately a taser had to be deployed before officers were able to gain control of Defendant.
