On October 16, 2025, at approximately 4:36 A.M., Saint Paul Officers observed a silver Chevrolet Tahoe parked in the parking lot across from the Phalen Golf Course, Phalen Regional Park, [ADDRESS REDACTED] East, Saint Paul, County of Ramsey. Visitors are not allowed in the park between 11:00 P.M. And sunrise. Officers made contact with the driver and only occupant of the vehicle- identified as ABDIRIZAK AHMED MOHAMED. MOHAMED said he was taking a nap after door-dashing all night. MOHAMED dropped his Minnesota concealed carry permit on the ground and a credit card at his feet.
When asked if there was a firearm in the vehicle, MOHAMED said there was a gun in the center console. MOHAMED was asked to exit the vehicle. MOHAMED’s permit to carry a firearm in public expired on June 16, 2024. On the ground, directly next to the driver’s side wheel, there was a green, leafy substance that resembled marijuana. Next to the substance there was a large puddle of water with a green leafy substance. MOHAMED said he did not know what the green substance was. He said the puddle of water was from him washing his mouth out.
Inside the vehicle, there were traces of a green leafy substance throughout the center console. Inside the center console, there was a black Glock 19 handgun with a tan extended magazine in a holster (round in the chamber). A black plastic bag located in the cup holder contained additional green leafy substance. There was an open one gallon jug of water (with some water missing) in the front seat passenger. The water contained a green leafy substance. MOHAMED was arrested. MOHAMED said there was no marijuana in the vehicle.
He said his dad chews khat. The BCA Report dated January 29, 2026, reported Item 2 (agency item 6), plastic bag containing substance classified as plant material, amount 8.166 grams, containing cathinone.
