On September 7, 2025, at approximately 11:30 A.M., officers of the Austin Police Department responded to 605 Street NW in the City of Austin, County of Mower, on a report of a possible domestic assault. The reporting party advised that they could hear arguing from the residence and believed they could hear fighting and items being thrown. Sgt. Martin and Officer Hullopeter arrived on scene. When approaching the residence, Hullopeter could hear voices from inside the residence. When officers knocked on the door, a male yelled "who is it?" Martin replied "Police." Hullopeter could hear the male say, "why would you call the police?" After a few seconds, when nobody came to the door, Hullopeter went to the back of the residence.
Officer Hullopeter heard what sounded like a door or door handle but did not see anyone on the porch. Sgt. Martin remained at the front door and made contact with Victim A (an adult female). Victim A was visibly upset and crying heavily. Hullopeter stayed at the back door and heard the same sound again, Shortly thereafter, TYJUAN LAVELL WILLIAMS, DOB/091687, the defendant herein, stepped out of the porch area and appeared to be moving quickly from the back fence area. Hullopeter ordered the defendant to come toward him.
The defendant stopped and stated "I'm not getting over nothin" and turned around back into the porch area. Hullopeter ordered him to stop and followed the defendant. The defendant attempted to go back up the stairs into the residence, Hullopeter activated his Taser and pointed it at the defendant when the defendant stopped on the stairs leading to the open door back into the resdience. The defendant said, "ok" and then tried to go up more stairs and back inside. The defendant put his hands up and argued with the officer.
Martin came to the back to assist when he heard Hullopeter telling someone to stop. The defendant stated that he had nothing to do with it and the people that did were gone. The officers advised the defendant he was being detained and the defendant continued to argue with the officers. The defendant made movements to go up the stairs on multiple occasions and had to be ordered multiple times not to go into the residence. The defendant eventually sat on the stairs and refused to provide a statement.
Officer Hoefs arrived at the scene. As Hoefs pulled up to the scene, Victim A left the front door and ran to Hoefs' squad car. Hoefs noted Victim A was visibly crying/sobbing and was very upset. Victim A was having difficulty speaking. When asked what was going on, Victim A said he was going to kill her. Victim A advised that a friend contacted her for help to get away from the defendant. The friend told Victim A that she had been raped several times the night before by the defendant and that she was unable to get away.
