On June 3, 2025, at approximately 8:30 P.M., while in the City of Duluth, St. Louis County, State of Minnesota, a Duluth Police officer was dispatched an attempt to locate incident in the area of Grand Ave / Arbor St. Dispatch. Comments indicated an off duty Cloquet Police Officer was calling in to report a male identified as MARVIN LEON RAY BARTLETT, [DOB REDACTED], the Defendant herein, driving MN GBE355 eastbound on Grand Ave past Ski Hut. The reporting party stated the Defendant has a Cancelled IPS driving status and at times may be confrontational with officers.
Furthermore, officer observed MN GBE355 has expired registration, which was the vehicle he was reported to be driving. The officer responded to the area westbound on Grand Ave and observed the vehicle traveling on Grand Ave eastbound near 63rd Ave W. When the vehicle was driving towards the officer they observed in their front facing moving radar to show this vehicle traveling 37 mph in a posted 35 mph zone. The officer performed a U-turn to catch up to the vehicle. The officer got behind the vehicle in the left turn lane at a red light at Grand Ave/59th Ave W. The officer observed through the driver's mirror the male driver's face to match the photo they observed of Defendant on the computer system.
The vehicle turned and the officer initiated a traffic stop on it near 59th Ave W / Wadena St. The officer approached the driver's window and asked the male if he was MARVIN. He stated he was and handed his MN state ID positively identifying him as the Defendant. A computer check with the Minnesota Department of Public Safety listed the Defendant's driving status as Canceled-Inimical to Public Safety with no intervening reinstatement of driving privileges.
