On May 1, 2026, at approximately 7:25 P.M., Moorhead Police were dispatched to the report of damage to a vehicle at an apartment complex at 3002 18th Street S in the City of Moorhead, County of Clay, State of Minnesota. The reporting party, H. O., stated that her upstairs neighbor had been harassing them earlier in the day and then knocked on their door and threw a vase at their car. Moorhead Police Officer W. Case spoke with H. O. Via phone prior to arriving on scene. H. O. Stated there was damage to the front windshield of her vehicle and estimated the damage at approximately $1,000. H. O. Explained a vase had been thrown at the vehicle and was still on the windshield.
H. O. Stated she had seen the neighbor earlier in the day with the vase during a dispute on the balcony. H. O. Explained that the neighbor's balcony was directly above hers and she had video footage of an altercation around 3:00 P.M. When the neighbor was harassing them. H. O. Stated that 30 minutes after the altercation, the neighbor came to their apartment (#203), began banging on the door, asking if H. O. Was scared and threatened to bomb the apartment. After the neighbor left, H. O. Discovered the damage to the vehicle.
Upon arrival to the apartment building, Ofc. Case observed the damaged vehicle. He observed damage due to the vase material and plants still on the vehicle and spread on the ground around the vehicle. The damage included a cracked windshield and dents to the front driver's side roof. Ofc. Case then made contact with the residents of #203, H. O. And her mother, P. Y. P. Y. Is the wife of the damaged vehicle's registered owner. P. Y. Stated she had been hanging laundry on her balcony when she noticed bird seed on the floor.
She cleaned the seed and when she returned to check on the clothes, the area was covered in bird seed again. She believed the mess was intentional and when she looked up, the bird seed was pouring on her while she stood on the balcony. P. Y. Stated a male drove by, stopped and told the neighbor to stop. Around this time, H. O. Arrived home and she and P. Y. Went inside their apartment and locked the door. Shortly after, someone came banging on the door. P. Y. Looked through the peephole and saw the upstairs neighbor.
The neighbor was demanding that they open the door and was asking if they were scared. The neighbor stated she was going to bomb the apartment, which caused P. Y. Fear. P. Y. Appeared shaken by the events as she was relaying them to Ofc. Case. P. Y. Stated after the neighbor left, she heard shouting and throwing sounds from upstairs. She stated she looked out and saw the neighbor throwing a flower vase and that she saw the neighbor throw two or three vases and a shovel. Ofc. Case then spoke with H. O., who stated as she was arriving home between 3:00 and 3:30 pm, she saw the neighbor on her balcony doing something with the floor.
