On March 12, 2026, at 0915 hours, St. Paul police officers responded to the 1600 block of Ross, St. Paul, Ramsey County, on a report of a domestic assault. Officers spoke to EEDC, [DOB REDACTED]. She said that her ex-boyfriend, Jacob William Allen, [DOB REDACTED], came over uninvited while she was sleeping downstairs with her male friend, NDB, [DOB REDACTED]. She said the door must have been unlocked. She woke up to Allen strangling her by placing both hands around her neck for 30 seconds. She saw stars, was about to pass out and could not breathe.
He stomped NDB in the face. He was saying, “What the fuck?” and “Who is he?” She told Allen to leave and attempted to get him out of the house. He kicked her in the stomach. He damaged her television. He fled the scene. Officers observed a hole in the screen of the television. NDB supported EEDC’s account of the incident. He said that he woke up after Allen stomped him in the face. He saw Allen raise his foot to stomp him again but he was able to roll out of the way. He got up to defend himself. EEDC intervened.
He heard the two of them fighting. He saw Allen holding a hammer and saw Allen damage the TV. While police were present, Allen called EEDC. Police answered. He said that he came over because he and EEDC had plans. He said they are dating. He knocked on the door repeatedly. When nobody answered, he entered and found EEDC in bed with another guy. He then stopped talking. He agreed to go to St. Paul Police Headquarters to speak with officers. He did not show up there. Allen had a warrant for Assault in the First Degree out of Crow Wing County.
He is currently in custody in Crow Wing County.
