On August 19, 2025, officers with the Central Minnesota Violent Offender Task Force, hereinafter VOTF, met with CI 25-23, hereinafter CI-23, who is fully identified to the officers. On this date, CI-23 contacted AMANDA KAYE STAFFORD, [DOB REDACTED], the defendant herein. The defendant agreed to sell CI-23 two ounces of methamphetamine. VOTF officers searched CI-23 and CI-23's vehicle and found an amount of U. S. Currency. They did not find any controlled substances. Officers held CI-23's currency until after the controlled buy.
VOTF officers then provided CI-23 with a sum of pre-recorded U. S. Currency and an electronic surveillance device. VOTF officers surveilled CI-23 as they traveled to a location in the township of Sauk Centre, county of Stearns, state of Minnesota. At that location, CI-23 met with the defendant and another individual who arrived with the defendant, later identified as ARTURO NMN BOTELLO, [DOB REDACTED], the co- defendant herein. CI-23 gave the co-defendant the U. S. Currency and in exchange received a bag of purported methamphetamine.
CI-23 then observed the co-defendant provide the money to the defendant. Subsequently, CI-23 provided VOTF officers with the purported methamphetamine. VOTF officers then searched CI-23 and CI-23's vehicle and did not find controlled substances. VOTF officers sent the suspected methamphetamine to the Bureau of Criminal Apprehension, the BCA herein, for weighing and testing. On October 8, 2025, the BCA issued a report on their testing of the substance. The BCA determined that the substance contained methamphetamine and weighed 44.255 grams.
Methamphetamine is a schedule II controlled substance. On August 21, 2025, VOTF officers met with CI 25-31, hereinafter CI, who is fully identified to the officers. On this date, CI made arrangements to purchase controlled substances from the defendant. VOTF officers searched CI and CI's vehicle and did not find controlled substances or U. S. Currency. Officers then provided CI with a sum of pre-recorded U. S. Currency along with an electronic surveillance device. VOTF surveilled CI as they traveled to a location in the township of Kandota, county of Todd, state of Minnesota.
At that location, CI met with the defendant. CI tendered to the defendant the U. S. Currency and in exchange received a bag of purported methamphetamine. Subsequently, the substance was turned over to VOTF officers by CI. VOTF officers then searched CI and CI's vehicle and did not find any controlled substances. The suspected methamphetamine was field tested and weighed. The suspected methamphetamine field-tested positive for the presence of methamphetamine and weighed 59.37 grams with packaging.
On September 17, 2025, VOTF officers met with CI again. On this date, CI made arrangements to purchase controlled substances from the defendant. VOTF officers searched CI and CI's vehicle and did not find controlled substances or U. S. Currency. Officers then provided CI with a sum of pre-recorded U. S. Currency along with an electronic surveillance device. VOTF surveilled CI as they traveled to a location in the city of Sauk Centre, county of Stearns, state of Minnesota. At that location, CI met with the defendant.
