Probable Cause
On March 18, 2026, St. Paul police officers arrested Lamoine Allen Busse, [DOB REDACTED], for shoplifting from the Target, [ADDRESS REDACTED], St. Paul, Ramsey County. Busse left the store with $474.93 in Lego and NFL merchandise without paying for the items. Investigation revealed that Busse also had warrants for theft and failure to appear from Anoka County and Ramsey County. Busse was also subject to an active trespass notice from Target, issued on 10/12/2025, precluding him from entering the business.
Busse has at least 10 prior felony theft convictions dating back to 2014, with his most recent felony conviction for theft occurring on June 21, 2022, in 82CR229428.
