All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On October 31, 2025, at approximately 7:33 PM, Officer Currie and others from the Duluth Police Department were dispatched to the report of a shoplifter at the Target on Miller Trunk Highway in Duluth, St. Louis County, Minnesota. A woman later identified as KATHLEEN MARY PATRICIA WARNER, [DOB REDACTED], hereinafter Defendant, was seen concealing merchandise in a bag she brought with her into the store.
Defendant entered a fitting room for 15-20 minutes and eventually exited the store without making any effort to pay for any items. In a search incident to arrest, Defendant was found to have $100.86 worth of merchandise concealed in her clothing. Defendant was also found to be in possession of a powdery substance suspected to be fentanyl and a crystalline substance suspected to be methamphetamine. The suspected fentanyl later field tested positive as fentanyl and weighed.09 grams. The suspected methamphetamine later field tested positive as methamphetamine and weighed.11 grams.
