Your complainant is Medina Police Investigator Jordan Myhre. In that capacity, your complainant has read the police reports of Medina Police Sergeant Boecker and Medina Police Officers McKinley and Tingle, and believes the following to be true: On October 24, 2025, at approximately 5:56 A.M., Officer Tingle responded to a property damage accident that occurred in the City of Loretto, County of Hennepin, State of Minnesota. The reporting party, M. E. O., told Officer Tingle that the accident occurred in “the area of the bars” on Medina Street in Loretto.
M. E. O. Stated that she had been driving behind a Buick displaying possible Minnesota registration SOB226 when she observed the vehicle strike a parked vehicle and continue driving, failing to stop. A computerized registration check of SOB226 came back as not on file. Officer McKinley then searched FLOCK and observed that a black BMW X5 displaying Minnesota registration SDB226 had been in the area of [ADDRESS REDACTED]. Officer McKinley learned that the vehicle’s license plate is flagged as revoked – plate impoundment.
Officer McKinley went to Medina Street and observed a green Honda Accord displaying Minnesota registration RKP840 parked in front of [ADDRESS REDACTED]. The Honda had damage to the rear driver’s side bumper and tail light. Officer McKinley observed tire tracks that started on the shoulder and then went towards the rear driver’s side of the Honda. Based on his observations, Officer McKinley determined that the striking vehicle would have damage on the front passenger side. Computerized registration checks of the damaged vehicle revealed the registered owner resided on Creekview Lane.
Officer McKinley went to the home of the registered owner and met with C. R. K., who stated that he is in the process of selling the Honda to B. J. N., who resides at [ADDRESS REDACTED]. Computerized checks of the BMW with Minnesota registration SDB226 reveal the registered owner to be Jullisa Soto, [DOB REDACTED], hereinafter Defendant, and Jose Soto Hernandez. On October 24, 2025, at approximately 5;10 P.M., Sergeant Boecker made phone contact with Jose Soto Hernandez. Sergeant Boecker asked Mr. Soto Hernandez who may have been driving the BMW earlier in the morning on October 24, 2025. Mr. Soto Hernandez stated that he was currently in Wisconsin and he was not sure who was driving the BMW. Sergeant Boecker asked Mr. Soto Hernandez if Defendant would have been driving the BMW. Mr. Soto Hernandez stated that Defendant was his daughter but he was not sure if she had been driving the BMW. Mr. Soto Hernandez stated he would call Defendant and call Sergeant Boecker back.
Later in the evening on October 24, 2025, Sergeant Boecker spoke with Defendant. Defendant admitted that she had been driving the BMW in the morning hours on October 24, 2024, and that she had struck a parked vehicle while she was driving the BMW. Defendant stated that she left the scene because she panicked.
