On May 4, 2026, officers went to the apartment building at [ADDRESS REDACTED], Maplewood, Ramsey County on a 911 hangup. Officers spoke to a person who said their neighbor, PHILIP THOMAS FARNSWORTH [DOB REDACTED], threatened to kill them and threatened that he had a weapon. Officers spoke to Farnsworth. Officer Lynch smelled a strong odor of alcoholic beverage coming from Farnsworth. Officers advised Farnsworth to remain inside his apartment due to his disorderly behavior and intoxication level. At around 3:30 PM, officers were sent back to the apartment because Farnsworth was yelling and kicking at his neighbor’s door.
Officer Lynch responded to the call and saw Farnsworth in a maroon Pontiac Vibe that turned from Larpenteur Avenue onto McKnight Road. Farnsworth had his window rolled down, honked his horn, and gave Officer Lynch the finger. Officer Lynch caught up with the Vibe at McKnight Road and Seventh Avenue, North St. Paul, Ramsey County. Farnsworth stopped, and Officer Lynch activated her squad’s emergency lights behind the Vibe. Farnsworth refused to provide his license and insurance, and he argued about the stop.
Officer Lynch told Farnsworth he was drunk, and she asked Farnsworth to step out of the car. Farnsworth denied being drunk, and he refused to get out of the Vibe. Additional officers responded, and they got Farnsworth out of the car. Officers arrested Farnsworth. Officers searched the Vibe prior to having it towed. Officers found a can of Sierran Nevada Big Little Thing with a 9.5% alcohol by volume concentration on the front passenger seat floorboard. Officers recovered a box of 10 7.62 rounds of ammunition in the center console cup holder space.
Farnsworth repeatedly called Officer Lynch a b**** and a c*** while being transported to the police department at [ADDRESS REDACTED] B E, Maplewood, Ramsey County. Farnsworth was taken into the DMT room. Farnsworth refused to sit in the chair as instructed, and he kicked Officer Givand in the groin. Farnsworth swore at officers and called Officer Her “chinky.” Officer Zappa intervened, calmed Farnsworth down, and read Farnsworth the Breath Test Advisory. Farnsworth declined to speak to an attorney, and he asked if Officer Zappa wanted a blood test or swab.
Officer Zappa explained the breath test to Farnsworth. Farnsworth replied, “I don’t blow, dude. I’m not a faggot.” When told he would be charged with test refusal if he did not provide a breath sample, Farnsworth said he would take a blood test. When told he was being offered a breath test, Farnsworth got out of his seat and said, “Take the cuffs off, m***********.” Farnsworth refused to provide a breath sample. When being escorted to a squad, Farnsworth turned his head and spat in Officer Zappa’s face.
