On February 2, 2026, Mother, a known adult, reported an incident concerned her daughter/Victim, (D. O. B. 2012) that occurred at her place of employment, McDonald's in the city of Forest Lake, Washington County, Minnesota. Victim [NAME REDACTED] at McDonald's after school to wait for her mother's shift to be completed. Mother, couldn't find her daughter, asked other employees and eventually was helped by the manager, who could review surveillance videos. Videos show employee Allen John Matkaiti, [DOB REDACTED], Defendant herein, taking Victim into the men's bathroom, going into the large stall and locked the door.
They were found in the bathroom after approximately 15 minutes. Victim [NAME REDACTED] in the stall with Defendant, he lifted up her shirt and bra and fondled her bare breasts. Victim said Defendant also pulled down her pants and underwear and inserted two fingers into her vagina. Victim [NAME REDACTED] was French kissing her during this time. Victim [NAME REDACTED] was very sore and was having a hard time communicating because she was anxious. Defendant was not scheduled to be working on this day.
Victim's phone was taken by law enforcement after being granted permission from mother. A quick check show that Victim [NAME REDACTED] had been exchanging text messages since December 27, 2025. There was numerous text messages exchanged. There were pictures of Defendant's penis that had been sent to Victim. Victim [NAME REDACTED] including her face, breasts and vaginal area. In a review of the messages, Victim [NAME REDACTED] is 14 years old. Defendant texts her that the legal age of consent in Minnesota is 16. On February 2, 2026, Defendant reminds Victim of the plan for them to go into the locked bathroom.
Victim [NAME REDACTED] is nervous and maybe they should just hang out in the lobby. Defendant was later read his Miranda Rights and provided a statement to law enforcement. Defendant admitted to knowing Victim is 14 years old, sending and receiving nude images with Victim and having sexual contact and penetration in the bathroom stall. Defendant is in custody.
