On 12/22/2025 at approximately 1457 hours, Richfield Police were dispatched to a residence located on the 6800 block of Oakland Avenue in Richfield, Hennepin County, Minnesota, for an assault report. Officers responded and made contact with the caller, A. P., who advised that his juvenile daughter [DOB REDACTED] disclosed she had been sexually assaulted by her ex-boyfriend, later fully identified as SULTAN SAHAL MUSSE [DOB REDACTED]. Officers spoke to Victim, [NAME REDACTED] had been dating Defendant for approximately 4 months.
Victim stated that she frequently snuck Defendant into the house and into her bedroom while her parents were sleeping. Victim stated that around mid-November, she and Defendant had an argument and she wanted to be done with the relationship. On or about December 1st, 2025, Defendant called her to meet up with the excuse that he wanted to give her some of her items back. Victim initially told him to just throw the items away but eventually agreed to meet up. Victim [NAME REDACTED] in his vehicle approximately a block away from her home.
Victim [NAME REDACTED] didn’t want anything to do with him anymore, causing Defendant to get upset and hit her. Defendant then started playing a video of him and Victim [NAME REDACTED]. Victim did not know that Defendant had filmed the video. Defendant had previously shown the video to Victim [NAME REDACTED] told him to delete. Defendant told her that he did. Victim explained that Defendant then proceeded to “blackmail” her to stay in the relationship by threatening to disseminate the video, such as sending it to her dad’s work.
Victim [NAME REDACTED] on December 21, 2025, she snuck Defendant into her bedroom again. At approximately 2200 hours they began arguing and at one point, she called Defendant a “b****” which caused him to get very angry. Victim [NAME REDACTED] did not love him and that he is forcing her to be in this relationship. Victim [NAME REDACTED] one point Defendant sat on top of her on the bed and she was trying to push him off. Defendant grabbed Victim’s neck and started strangling her. Defendant eventually got off her, so she turned to the side and told him to just leave.
Defendant tried to pull her pants down. In response, Victim pulled her pants back up and pulled the blanket up. Defendant got on top of Victim again and started strangling her again. Defendant asked if he would be a “dickhead” if he had sex with her. Victim told him “yes.” Defendant took out his penis and put it on her mouth. Victim bit Defendant’s penis and he got off of her. Defendant then flipped Victim [NAME REDACTED], pulled her pants down, and proceeded to penetrate her vagina with his penis.
Victim was trying to elbow him and resist while he did this. Defendant bit Victim [NAME REDACTED] in response. Defendant also had his elbow on Victim’s hair, which impeded her ability to move or fight back. Officers observed a bite mark and bruise on Victim’s shoulder, as well as red marks on her neck. Victim stated that “after he was done,” Defendant kept asking Victim “can we be cool” and tried to kiss her like nothing happened. Victim was upset and crying but did not want to cause a scene and wake up her parents.
