That on September 4, 2025, at approximately 8:16AM, Bloomington Officer Stevens #384 was driving South on Garfield Avenue at 86th Street when, they noticed a gray Toyota Camry with a female in the driver seat parked in the middle of the road slightly blocking the right lane on 86th Street, in Bloomington, Hennepin County, Minnesota. The Camry appeared as if it was attempting to turn West onto 86th street, however after several minutes the vehicle failed to move. The officer could see a female that appeared to be slouched towards the center of the vehicle with her head slightly bobbing up and down.
The officer activated his emergency lights, exited his vehicle and approached the driver side of the vehicle. The female inside was upright, breathing and slow to respond to his commands. The vehicle was a gray Toyota Camry with Minnesota plates ETH552. The vehicle was running with the key in the ignition with the vehicle in drive. The doors to the vehicle were locked with the windows up. The female had her foot on the brake. Squads were moved in front of the vehicle and behind the vehicle to prevent the vehicle from moving forward or backwards into traffic.
The officer asked the female to open her window and after a couple of attempts the female lowered the rear window. The officer asked the female several times to open her front window and she was not able to. Based on her behaviors, the officer requested Allina paramedics to respond to the location. After several more directives for the female to open her front window she was able to get the window to come down. The officer unlocked the the driver door, opened it, placed the vehicle into park, shut the vehicle off and removed the key that was in the ignition and placed it on the vehicle's roof.
The female was identified as Youngbauer, Amy Elizabeth [DOB REDACTED] via DVS. The female was very slow to answer questions, had blood shot watery eyes and the officer could smell the odor of an alcoholic beverage coming from her breath. Bloomington Police Department (BPD) Dispatch advised that BPD had prior contacts with Youngbauer where she was extremely intoxicated and had been taking pills. The officer asked Youngbauer if she had been taking any pills and she stated yes, when asked what kind she responded, however the officer was not able to understand her.
The officer asked Youngbauer how many pills she had taken and she stated, four, three and one. Youngbauer stated that she was a diabetic. A male who identified himself as Youngbauer's boyfriend (JBW [DOB REDACTED]) approached officers and stated that Youngbauer had been drinking for approximately four days and she had just purchased a bottle of Vodka that was under her seat. Officer's located an unopened bottle of Smirnoff vodka (1 pint) under one of the seats in the vehicle. Allina arrived to the scene and assessed Youngbauer.
