On 03/01/2026 at 02:33, Shakopee Police Officer were on patrol in the area of Hwy 169 and County Road 83, Shakopee, Scott County, Minnesota, when the officer saw a vehicle which failed to use the designated lane of traffic. The officer ran a check of a Ford Van, MN Plate No. KLU294, which showed the registered owner, Tami Rae Warborg, [DOB REDACTED], had a revoked driver's license. The officer saw that the driver of the vehicle was a male. The vehicle parked in the Speedway lot and the officer saw the vehicle stayed parked in the lot for a long time, while other cars came and went.
The officer then saw the vehicle exit the lot. The officer followed the vehicle and saw it make a wide left turn onto the shoulder. The officer stopped the vehicle. The driver was identified as Wayne Matthew Holzer, [DOB REDACTED]. Tami Rae Warborg, [DOB REDACTED], was the rear seat passenger. The front seat passenger was identified as KMM, [DOB REDACTED]. The officer saw KMM had extremely dilated pupils, unable to sit still, and dry mouth. The officer saw Holzer had dirty fingertips and continued to state he was only there to be the driver.
I also noticed that he had a small blow torch sitting on his lap. A record check showed Holzer was on probation for 5th degree drug possession. KMM stated that she had used methamphetamine but was several years ago. Holzer stated that he used to also use methamphetamine. The officer had a K-9 drug dog come to the scene. Scott Co K9 Deputy McCabe responded to the traffic stop. The officer had the occupants exit the vehicle. The deputy had the K-9 go around the vehicle and, the K-9 had a positive alert to the vehicle.
Officers searched the vehicle and found: The officer removed a black seat pad from driver's seat that Holzer was sitting on. The officer saw a small plastic bag that contained a white crystallized substance, which field tested positive for methamphetamine, a Schedule II Controlled Substance and weighed.2 grams. Officer found a black backpack, a white bag and a purse from the floor where Warborg had been seated. Inside the black backpack officer found a plastic bag that contained white crystalized substance, which field tested positive for methamphetamine, a Schedule II Controlled Substance and weighed 2.4 grams.
Also, there were several used bubble pipes that were coated with white residue and burn marks. Officers located an envelope with 'Tami' written on it from the white bag. Inside the envelope, was located two tied off plastic bags that contained white crystallized substance inside, which field tested positive for methamphetamine, a Schedule II Controlled Substance and one bag weighed 4.1 grams, and the other bag weighed 3.3 grams, a total of 7.4 grams. A total of 9.8 grams were found in her bags. The officer read the Miranda warning to Warborg who stated: All of the bags in the back of the vehicle belonged to her.
