On 2/5/26 at about 1942 hours, Macy's loss prevention personnel at the Rosedale Mall (1815 Hwy 36 W, Roseville, Ramsey County) saw a male, later identified as Billy Montrel DEAR Jr ([DOB REDACTED]) enter the jewelry department. They recognized DEAR from previous shoplifting incidents. DEAR selected handfuls of jewelry bracelets from a display and concealed the jewelry in his coat pockets. DEAR then entered the fragrance department where he selected and concealed several fragrance products. DEAR then left the store making no attempt to pay for the merchandise he had concealed.
Loss prevention personnel tried to stop DEAR outside the store, but he ignored their verbal commands and continued walking away. Loss Prevention personnel contacted Roseville police. A squad responded and the officer immediately spotted DEAR walking towards Rosedale Marketplace. DEAR was detained. During a search incident to arrest, police recovered from his person 34 items of Macy’s merchandise that were not paid for. The total value of the merchandise was $1,799.00. DEAR declined a formal interview.
DEAR has more than 5 previous felony convictions. For purposes of Rule 6.02, DEAR is on probation, has an open felony case for 1st Degree Assault (27- CR-24-5206), and has numerous open misdemeanor cases.
