On January 21, 2026, officers with the West Hennepin Public Safety Police Department responded to Chopper City Sports (“the Store”) which is located in Maple Plain, Hennepin County, Minnesota, on report of a trailer with stolen license plates that was connected to a vehicle. Officers located the vehicle and called out its occupants who were later identified as Tommy Michael Spack Jr [DOB REDACTED] (“Defendant Spack”) and Travis Lee Winner [DOB REDACTED] (“Defendant Winner”). Officers further inspected the trailer and found that it was actually disconnected from the vehicle the Defendants were in.
However, the vehicle was backed up to the trailer hitch only inches away. The license plates of the trailer were confirmed stolen. Officers inspected the vehicle identification number of the trailer and confirmed that the trailer was stolen. The value of the stolen trailer is $10,000.00. Officers also inspected the license plates of the vehicle and found that front license plate was missing and that the rear license plate was bent in an attempt to hide it. Officers impounded the vehicle and the trailer.
While conducting an inventory search of the vehicle, officers located suspected methamphetamine on the center armrest. The suspected Methamphetamine later field tested positive for Methamphetamine, a schedule-II controlled substance, and weighed 0.55-grams. Defendant Winner was provided his Miranda warning and agreed to speak with officers. Defendant Winner stated the following: (1) the suspected Methamphetamine was both his and Defendant Spack’s; (2) Defendant Winner had recently used controlled substances; (3) Defendant Spack picked Defendant Winner up earlier in the morning in the vehicle; (4) the plan was to use the vehicle to pick up the trailer; (5) Defendant Spack told Defendant Winner that Defendant Spack had previously placed the trailer at the Store; (6) Defendant Spack put the license plate on the trailer before they picked the trailer up; and (7) Defendant Spack told Defendant Winner that he was going to sell the trailer.
Defendant Spack was provided his Miranda warning and agreed to speak with officers. Defendant Spack stated the following: (1) Defendant Spack was the driver of the vehicle; (2) Defendant Spack had used Methamphetamine earlier in the day; and (3) Defendant Winner had requested help from Defendant Spack in moving the trailer.
