That on or about March 28, 2026, at approximately 11:00 P.M., Columbia Heights Police Department personnel were dispatched by phone to contact a reporting party in reference to a domestic assault which had occurred around the 900 block of 47th Avenue NE, Columbia Heights, Anoka County, Minnesota. Upon contact, law enforcement was able to identify the reporting party as the victim [NAME REDACTED], herein after referred to as Victim. Victim [NAME REDACTED] in the day, at around 6:00 P.M., Victim was assaulted by Victim’s partner of one year—identified as DIEGO PAUL CHICAIZA PIMBO [DOB REDACTED], herein after Defendant—in the parking lot behind her residence.
During the assault, Victim’s face was struck by Defendant, causing injury. After escaping the assault, Victim went to the hospital to receive treatment. Based upon the underlying facts, law enforcement traveled to Hennepin County Medical Center to make in-person contact with Victim. Upon arrival, law enforcement met Victim. It should be noted that law enforcement observed injuries on Victim, including stitches across the bridge of Victim’s nose. During the interaction, Victim signed a medical release.
Law enforcement learned Victim was diagnosed with a broken nose as a result of the assault. Law enforcement documented Victim’s injuries. During the investigation, law enforcement located video footage of the assault. In the video, law enforcement observed a Ford Escape pull into the parking lot of the aforementioned address. Victim [NAME REDACTED] is assaulted several times by the male party, believed to be Defendant. Based upon prior law enforcement contact, Columbia Heights investigators were able to associate Defendant with a 2014 Ford Escape, bearing Minnesota license TJS159. Law enforcement attempted multiple times to locate Defendant at previous addresses but were unsuccessful.
A KOPS alert was issued. On April 5, 2026, Blaine Police Department personnel conducted a traffic stop on the previously-mentioned Ford Escape. The driver attempted to provide false names but was identified as Defendant. The passenger was identified as Victim. Defendant was taken into custody. At the time of this Complaint, the Defendant is in-custody.
