On October 8, 2025, Community Service Officer (CSO) Flicek with the Rochester Police Department was dispatched to a grocery store located in Southwest Rochester, Olmsted County, Minnesota, for a report of theft. CSO Flicek spoke with a corporate employee of the store, an adult male fully identified in police reports (hereinafter “Witness”). According to Witness, the theft occurred on August 24, 2025, at all four locations in Rochester. The suspect was also stealing at store locations outside of Rochester.

Witness stated that the suspect used cloned store gift cards, but he was not sure how the gift cards had been cloned. Customers had purchased store gift cards and attempted to use them, at which point the gift cards would show they did not have a balance available. A loss prevention employee for the grocery store approached the suspect at a store location outside of Rochester, and the employee stated the gift card did not appear to be a store brand gift card. CSO Flicek received images and videos from Witness.

The suspect entered a car registered to a relative of ERIC DANIEL KVAMME, [DOB REDACTED]. CSO Flicek provided Sergeant Schlag with the Rochester Police Department with the images, and Sergeant Schlag identified Kvamme as the suspect who was at all four Rochester stores. Detective Gagnon with the Rochester Police Department was assigned this case and reviewed the evidence received from the stores. He observed Kvamme at all four stores and saw him entering the vehicle registered to a family member after exiting the stores.

On August 24, 2025, Kvamme used cloned gift cards to obtain items from the Rochester stores as follows: Store 1555: $472.25 purchase at 10:31 AM. Grocery items were purchased, as were a $200 Nike gift card and a $200 Lowes gift card. Store 1548: $192.19 purchase at 11:49 AM. Grocery items including ribeye and T-bone steaks, lobster, and Dungeness crab were purchased. $450.00 purchase at 11:51 AM. One Target gift card was purchased. Store 1556: $165.58 purchase at 12:49 PM. Grocery items were purchased. $450.00 purchase at 12:52 PM. Two Target gift cards were purchased. 2 55-CR-25-9324 Filed in District Court State of Minnesota 12/5/2025 Store 1547: $153.94 purchase at 1:46 PM. Grocery items were purchased. $450.00 purchase at 1:47 PM. A Roblox gift card, Game Stop gift card, and Target gift card were purchased.

The total value of purchases made by Kvamme using cloned gift cards was $2,333.96. Further establishing Kvamme's knowledge that the gift cards used to purchase items on August 24, 2025 were forged financial cards and Kvamme's lack of mistake, the state notes that Kvamme was convicted of Financial Transaction Card Fraud by using a forged card on January 10, 2019 in Dakota County Court File 19HA-CR-17-3448. According to the complaint in that matter, Kvamme was arrested pursuant to a active arrest warrant.
