The vehicle he was driving at the time of his arrest was searched. Inside the vehicle were approximately 75 financial cards, including blank cards and gift cards for various retailers, a laptop, and a large skimmer box with a card skimmer. Kvamme was identified as the individual who was encoding cards with gift card numbers that had already been purchased and activated by other customers at a gas station chain. Kvamme would then deplete the funds from the gift cards purchased by other customers. Of the 75 recovered financial cards, 71 of the cards had been encoded with account numbers that matched the gift card format of the gas station chain, and none of the information on the physical cards matched the data that was encoded on them, indicating the cards were forged.
The laptop was searched and contained software that allowed it to connect with the card skimmer. Also on the laptop was a spreadsheet containing batching of numbers and a document that discussed purchasing cards to be used to copy gift card data. Kvamme is currently being held in the Sherburne County jail pursuant to an Order of Preliminary Detention Pending Hearing in States District Court file 17-CR-92. Therefore, the State respectfully requests a Complaint Warrant be issued. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
