On August 10, 2025, a theft was reported at an address in the City of Lino Lakes in the County of Anoka. Reporting witness, BB, reported that a generator had been stolen off the back of his RV, sometime between the hours of 1800 on 8/9/2025 and 1820 on 8/10/2025. BB reported that the value of the generator was $1,099.99. BB did not have a camera which captured the incident, and did not have the serial number of the generator. On 8/11/2025 Officers with the Lino Lakes PD went to the address to investigate, and found a pair of scissors and drag marks in the bushes between BB's property and the neighbor's. BB and his neighbor reported that neither of them had touched the scissors.
They believed that the scissors had been used to cut the ties securing the generator to the RV. Officers took photos of the scene and sent the scissors in for DNA testing. On 2/3/2026 Midwest Regional Forensic Laboratory submitted the results of the DNA testing. DNA on the scissors matched a sample from Alex William Rosa [DOB REDACTED], herein Defendant. However, the lab requested a known buccal swab to confirm the match. Upon receipt of these results, Officers were able to determine that the Defendant had sold a generator, matching the model from BB's RV, on 8/14 to the Pawn America location in Roseville.
A search warrant was issued to T-Mobile for the Defendant's cell phone location, and on 3/6/2026 the results were obtained. The results indicated that the Defendant's phone had been in the location of BB's home during the timeframe of the theft. Defendant currently resides at a drug treatment facility in Fairmount Minnesota. The facility has advised that they would not allow a search warrant to obtain a buccal swab to be executed without the Defendant's consent. Defendant has not consented. The State therefore requests a body only complaint warrant in this matter and requests that the Defendant be held in custody until appropriate bail and conditions of release be set pursuant to Minn.
