On October 27, 2008, Defendant David Lloyd Strey ([DOB REDACTED]) became required to register as a predatory offender. Due to two subsequent failures to register (in 2011 and 2016), he remains subject to these requirements. On July 23, 2025, after being apprehended in St. Louis County on unrelated charges, Defendant registered an address on Viking Boulevard NE in Anoka County as his primary residence. He also submitted a change of information form on September 30, 2025, stating that he would be residing at that address upon his release from custody.
On October 25, 2025, an Anoka County Sheriff's Deputy did a compliance check at Defendant's listed address. The homeowner was surprised to hear that Defendant had listed this address, and stated that she was a relative of Defendant, but that Defendant had never resided at the property, not even for an overnight. She had last seen Defendant about a month ago for a very brief visit, and had no information about his whereabouts. This is at least the third time that Defendant has failed to provide a correct address where he can be located.
He was twice convicted of providing false information on his POR form, in ••-CR-••-•••• and 31- CR-15-1653. Since Defendant's whereabouts are unknown, the State requests that a warrant issue with this complaint.
