On or about April 18, 2026 at approximately 8:46 P.M., officers with the Veterans Affairs Police responded to apartment 1 XX on the 6200 block of Bloomington Road in Fort Snelling, Hennepin County, Minnesota for a call of a known trespasser who had broken an apartment window. Upon arrival on scene, officers went to the front door of apartment and saw a man, later identified as MICHAEL ANTHONY VANN ("Defendant" herein), standing in the doorway. Defendant was inside of the apartment, trying to close the door on officers.
Officers spoke with a neighbor to apartment 1XX. This neighbor told officers that M. L. ("Victim 1" herein) lived in apartment 1 XX, and Victim 1 was out of town. Officers called Victim 1, who confirmed that he knew Defendant, but Defendant did not have permission to be in his home. Officers noticed damage to the front door of apartment 1XX, including that the door handle appeared to have damage. Officers also observed broken glass and broken window trim on the ground outside of apartment XX. The window screen was laying on the floor inside the apartment, and more white chips of the window trim were scattered on the floor.
A Capital Security guard (""Witness" herein) confirmed that Defendant was not a resident of the building. Witness stated Defendant tried to enter the building earlier in the night, but he was denied access because he was not a resident and because he was trespassed from the building. Defendant was trespassed from the property on September 8, 2025. Officers confirmed that the trespass notice had been signed at the time it was issued. Witness stated he heard a loud bang coming from apartment 1XX after Defendant had been denied access to the building.
Witness went to apartment 1XX, and Defendant opened the door. Defendant was inside of the apartment, half naked, and said "Hey boy." Officers arrived on scene shortly after that. Officers attempted to detain Defendant, but Defendant was noncooperative. Defendant resisted handcuffing and yelled at officers. Officers escorted Defendant to the apartment complex's lobby and sat him down in a chair. Defendant kicked Officer D. L. ("Victim 2" herein) in his hands and leg, causing a sprain to Victim 2's finger.
Officers were eventually able to handcuff Defendant. Officers searched Defendant for any weapons. During this search, Defendant spit at Victim 2. Defendant's spit landed on Victim 2's right should and the back of his neck. Officers placed Defendant in a squad car. Inside the squad car, Defendant started hitting his head and yelling. Officers asked Defendant if he consumed any illegal narcotics, and Defendant said "meth." Given his self-harming behaviors and reported use of illicit substances, officers transported Defendant to the Hennepin County Medical Center ("HCMC" herein). While at HCMC, Defendant became aggressive with medical staff.
