On April 17, 2026, Minneapolis Police Officers were routinely monitoring CCTV cameras on Franklin and Chicago Avenue, Minneapolis, Hennepin County, when they observed suspected narcotic sales. This area is known for its open-air narcotics market. While monitoring the camera, at approximately 1201 hours Officers observed a male in a wheelchair being pushed by a second male in the alleyway that runs North/South from Franklin Avenue to 19th Street, located between Chicago Ave and Elliot Avenue. This alleyway is used for narcotics consumption and sales.
The male in the wheelchair, was later identified as WILLIAM LUCKETT, Defendant herein, was observed manipulating an object in his lap. The male pushing the Defendant was later identified as Devine. The object in the Defendant's lap appeared to be a clear plastic bindle. Officers know that narcotics dealers package their narcotics in small plastic baggies. Devine was observed handing the Defendant cash. The Defendant accepts the cash. The Defendant then hands two small white objects to Devine from the clear plastic baggie.
Devine takes the white objects, consistent with and believed to be crack-cocaine, and puts it into a bill, folds it up and places it into his jacket breast pocket. Devine then walked to Franklin Ave where he was stopped by Officers. The Defendant then goes to a male who is sitting down, who is later identified at Tanner. Tanner pulls out cash and hands it to the Defendant. The Defendant accepted the cash and placed it into his pocket. The Defendant removes the clear plastic baggie from his right pocket, opens it and hands an amount of the suspect crack-cocaine to Tanner several times.
The Defendant closes the baggie and places it back into his pocket. Tanner was then stopped by Officers. Officers responded to the area and took the Defendant into custody. Officers located $55 on the Defendant and 0.2 grams of FTP cocaine. The Defendant is currently in custody.
