On November 17, 2025, at approximately 4:16 A.M., a Minnesota State trooper observed a motorcycle traveling east on Interstate 94 then go north on Interstate 35E in St. Paul, Ramsey County, Minnesota. The motorcycle did not have a license plate and did not have illuminated taillights. The trooper got behind the motorcycle and activated the squad’s emergency lights to effectuate a traffic stop. The motorcycle accelerated away from the trooper, so the trooper activated the squad’s emergency siren. The motorcycle took the ramp to Cayuga Street.
The trooper moved his squad to the inside of the ramp, accelerated to the side of the motorcycle, and used the guardrail to force the motorcycle to slow at a safe and controlled rate. As the guardrail came to an end and the motorcycle was nearly stopped, the motorcycle drove past the squad onto the grass median and stalled. The driver was trying to restart it as the trooper exited his squad. As the driver began to ride away, the trooper ran up to the motorcycle and tackled the driver off the motorcycle.
The driver was taken into custody and identified as SALVADORE SANTIAGO SATAR – [DOB REDACTED]. Following a Miranda advisory, SATAR declined to speak with police. The motorcycle had a punched ignition, and several things were done to the motorcycle to bypass the ignition. The registered owner, RVM, told police that the motorcycle was being fixed by “TJ”, and “TJ” told RVM that the motorcycle was stolen. While in the back of the squad car, SATAR said he swallowed drugs and was not feeling well. SATAR exhibited the following signs of impairment: constricted pupils that reacted slow to light, was slow answering questions, and was sweaty.
SATAR told medics that he consumed methamphetamine before the pursuit. SARAT was transported to the hospital where he continued to report that he swallowed meth. Police obtained a blood sample from SATAR pursuant to a search warrant, and the results are outstanding. The following information has been offered for purposes of Rule 6.02. SATAR has a pending case involving felony charges of Third Degree Burglary and Theft in Dakota County District Court File No. 19HA-CR-25-1881 with an offense date of October 23, 2025. SATAR has the following felony convictions: Motor Vehicle Theft (2019), Third Degree Drug Possession (2018), Receiving Stolen Property (2012), Possession of a Firearm by an Ineligible Person (2012), Possession of a Pistol Without a Permit (2004), federal Conspiracy to Distribute Methamphetamine – 225 grams (2005), and Fifth Degree Drug Possession (2004; 2004).
