On January 1, 2026, at approximately 12:42 A.M., CB called 911 and reported hearing a female voice yelling, “Help me,” somewhere west of the 8400 block of Knollwood Drive, Mounds View, County of Ramsey. Sgt. Dison responded and checked the area, but did not find a victim [NAME REDACTED]. Investigators later determined this call was in the same area as the incident described below. On January 1st, at approximately 3:03 A.M., Sgt. Dison received a call to respond to Unity Hospital Emergency Department on a report from KV. KV said she and her ex-boyfriend, TENZIN CHOYANG, [DOB REDACTED], dated in high school between 2019 and 2021. They reconnected in 11/2025. KV went to a New Year’s Even party with CHOYANG on the evening of 12/31/2025 on Queen Avenue in Minneapolis.
KV said she drank too much and was heavily intoxicated by the time they left the party at 11:58 P.M. CHOYANG had not been drinking and was driving them home. CHOYANG initially agreed to drive her to her home. He changed his mind when they got into the car and told her he was driving her to his house at [ADDRESS REDACTED], Mounds View, County of Ramsey. She became upset and told him to take her to her house, but he refused. CHOYANG reached over, and slapped her with his right hand on her nose. She tried to get out of the car but he pulled her hair.
She even tried to move the steering wheel so they would crash or get pulled over. CHOYANG continued to hit her and pull her hair during the ride back to his house. CHOYANG reached over and started choking her with his right hand. She was able to pull his hand away so the choking did not disrupt her breathing. CHOYANG turned west on 84th Avenue. KV was able to get out of the car, and ran to a house screaming for help. CHOYANG dragged her by her hair, but she was able to get away. CHOYANG reached into her mouth and dragged her back to the car.
CHOYANG drove back to his house, pulled into the driveway, and dragged her into the garage. She was screaming for help and held onto the railing by the stairs in the garage. With both hands, CHOYANG strangled her. He also shook her twice. She was on her knees and CHOYANG was on his feet facing her. CHOYANG’s face was “scrunched” like he was trying to squeeze as hard as he could. KV could not breathe, her tongue was out, and she was drooling. She started to feel faint and thought she was going to die.
CHOYANG told her, “You’re disrespectful to yourself.” KV said CHOYANG probably realized she was going to faint and stopped choking her. He took her inside. She continued to scream. CHOYANG’s father, PT, and his brother, TR, intervened. They drove her home. After speaking with her family, KV decided to report the assault. She went to Unity Hospital. KV said this is not the first time that CHOYANG assaulted her. Officers went to 8355 Pleasant View Driver, Mounds View. CHOYANG’s mother answered the door.
