The female caller reported that BRANDON DONALD ROSE, [DOB redacted], hereinafter the Defendant, had called her and reported that his roommate was dead and that he was going to kill himself. The Defendant's roommate, hereinafter Victim A, is fully identified in reports. Officer Albert of the Elk River Police Department made contact with the caller who was on another phone speaking with the Defendant. The caller reported that the Defendant was rambling on the phone, stating that his roommate is dead and that the Defendant had injected himself with air three times.
The caller stated that the Defendant had initially requested that she call the police to the residence because Victim A was dead outside of his bedroom door. The caller reported that she heard the Defendant call himself a "dead man walking" and the Defendant eventually hung up on her. The caller was able to make contact with the Defendant again at which time the Defendant told her that Victim A was not deceased and that he only told her that to see what she would do. The Defendant then stated again that Victim A was deceased and that he was going to kill himself.
The Defendant hung up the phone again. Officers responded to the residence and attempted knocking on exterior doors. There was no response from inside the residence. Officer Albert observed a light on in a window and was able to view inside the interior of the residence. Officer Albert observed a male lying on the floor on their back. Officer Albert was unable to see above the lower torso as the head and chest area were covered with a large amount of clothing. Officer Albert observed that the male was not moving and did not respond to knocks on the window.
Officers breached the front door of the residence, which was locked and made entry inside. Officers attempted to open another interior door which lead into the basement and noted that the door was unable to be fully opened as there was a door lying on the floor. The door on the floor was later determined to be the access door to the Defendant's portion of the basement area. Officers pushed entry through and located Victim A lying on the floor covered in a large amount of clothing. Officers observed Victim A had multiple visible injuries to his head and neck.
During a sweep of the residence officers located blood on the floor of the bathroom near Victim A. Officers determined that Victim A was deceased. Officers located the Defendant in a bedroom in the basement, not responsive with a needle stuck in his arm. Officers noticed that several small couches were overturned and that a syringe with a blue substance was near the Defendant. The Defendant was administered Narcan and regained consciousness. Medical personnel had arrived and began treating the Defendant, during which time officers overheard the Defendant state that "he" had sexually propositioned him and that the Defendant said he told him "I won't do it". While looking at the Defendant officers observed that he had blue dye on his hands and blood on both of his hands and on his shorts.
