M., Officers made contact with a female, later identified as the above-named Defendant EBONY NOEL LACHAELL RAGLAND, [DOB REDACTED] who was sleeping by Door 5 at Terminal 2, in the jurisdiction of the Metropolitan Airports Commission, County of Hennepin, State of Minnesota and had been there since at least approximately 4:54 A.M. According to Closed Circuit Television camera footage. When asked, Defendant refused to identify herself and stated that she was going to try and purchase an airline ticket.
Officers observed that Defendant was unable to identify a destination city. Officers observed that Defendant then converted the cash on her person to a debit card before walking to the Sun County Counter for a brief amount of time. Officers observed that Defendant failed to purchase a ticket and then walked away from the counter. Officers observed that Defendant became verbally aggressive in nature and began yelling things like “I can’t buy a ticket until 9:00” and “That ticket person says you aren’t employees at this airport and you’re not real police”. Officers determined that Defendant had no intentions of purchasing an airline ticket.
Officers informed Defendant that she was being detained for identification purposes and to effectuate a trespass notice. Defendant was secured in handcuffs. When asked, Defendant still refused to identify herself and continued to yell at Officers and nearby passengers. Officers used the Mobile IBIS fingerprint machine and positively identified Defendant. A query check on Defendant revealed that Defendant was on the Airport Police Department’s active gross misdemeanor trespass list after Defendant received a trespass notice on October 26, 2025. The check also revealed that this was Defendant’s third contact with Airport Police in 2025 and seventh contact since 2022. Officers escorted Defendant to a waiting squad vehicle and Defendant stopped herself and stated, “You go get your police car, I’m not f****** moving from right here”. Officers eventually secured Defendant in the back seat of the squad vehicle.
Defendant was transported to the Hennepin County Jail where she remained verbally aggressive towards jail staff and failed to complete the intake/booking process.
