On July 19, 2025, at approximately 2:22 PM law enforcement responded to a reported crash involving a pickup truck, Vehicle 1 herein, and a motorcycle, Vehicle 2 herein. Once on scene, officers observed several EMS personnel attending to the driver of Vehicle 2, later identified as S. H. D., an adult male fully identified in the reports. Officers learned that Vehicle 2 was traveling northbound on MNTH 22 while Vehicle 1, driven by John Jerome Bischof, [DOB REDACTED], Defendant herein, was traveling westbound on Meeker County Road 49, in the Township of Eden Lake, County of Stearns, State of Minnesota, turning to go southbound on MNTH 22 when the vehicles collided.
Law enforcement identified B. L. B., an adult male fully identified in the reports, as a witness to the crash. B. L. B. Reported that he was driving westbound on County Road 49 directly behind Vehicle 1 shortly before the crash. He observed Vehicle 1 stop at the stop sign before making a left turn to go southbound on MNTH 22 at which point Vehicle 1 collided with Vehicle 2. B. L. B told troopers that the defendant must not have seen Vehicle 2 coming down the hill towards the intersection and that Vehicle 2 tried to swerve and brake before the collision.
It was daylight at the approximate time and location of the crash with no recorded precipitation. The crash reconstructionist determined that Defendant failed to yield to S. H. D., who had the right of way. He also determined that neither highway engineering nor mechanical vehicle error were factors in the crash. As a result of the crash, S. H. D. Suffered significant injuries. His left foot and right-hand fingers were broken, and his right leg was amputated above the knee. The complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 19th day of July in the Township of Eden Lake, County of Stearns, State of Minnesota, committed the offenses described herein.
