The Roseville Police Department Rosedale Crime Reduction Unit developed information that Shakeena Flax and other associates were responsible for multiple retail thefts in Roseville and in other counties. At around 5:15 PM on March 7, 2026, officers learned that Flax and another woman, later identified as CATRICE DOMINQUE CHEERS [DOB REDACTED], had returned to Old Navy at [ADDRESS REDACTED] North, Roseville, Ramsey County. Flax and another woman had stolen items from the store earlier in the day, and Flax had returned.
Officers discovered Flax had multiple outstanding felony warrants for her arrest. Officers entered Old Navy and found Flax and Cheers standing behind a clothing rack toward the back of the store. Flax looked surprised when she saw uniformed officers in the store, and she stepped back. Flax had been standing near a reusable shopping bag on the floor behind a fixture full of store merchandise. Flax tried walking past police, but she was arrested. Flax dug in her waistband and discarded a set of keys.
Officers recovered additional hidden reusable bags from Flax. The keys were associated with a rental car in the parking lot that contained suspected additional stolen property. The car was towed for further investigation. Another officer made contact with Cheers who tried physically pulling away. Cheers dropped a commercial strength magnet from her hand to the floor. Officers saw discarded reusable bags and two defeated security sensors that had been removed from merchandise on the floor near where Flax and Cheers were encountered.
Flax and Cheers declined custodial statements. Cheers has a prior gross misdemeanor theft conviction in Dakota County District Court file 19HA-CR-18- 1061. Cheers was part of a group of women who shoplifted with a magnet to aid in shoplifting. Cheers has a prior gross misdemeanor theft conviction in Anoka County District Court file 02-CR-12-976.
