The Complainant having reviewed the applicable reports believes the following facts to be true: On November 25, 2025, officers with the St. Paul Police Department were dispatched to a business on Wycliff Street in the City of St. Paul, County of Ramsey, State of Minnesota for a reported domestic assault. Upon arrival, they spoke with C. T. C., fully identified in the police reports. C. T. C. Reported that she was assaulted by her ex-boyfriend, Dewey Alvin West, [DOB REDACTED], the defendant herein, and that he also assaulted her daughter, C. F. T., fully identified in the police reports.
C. T. C. Elaborated that she wanted to end her relationship with the defendant and wanted him to return her vehicle, but he took it to work at the Wycliff Street address. C. T. C. And C. F. T. Went to the business with a locksmith to make a new set of keys for her vehicle. At some point, the defendant approached them and they began to argue. The defendant punched C. T. C. In the face multiple times and pushed her against a fence. A passerby tried to intervene along with C. F. T. The defendant then punched C. F. T. In the face.
C. F. T.’s report was consistent with C. T. C.’s report. Officers also observed swelling on C. F. T.’s face. Officers also spoke with the passerby, J. A. B., fully identified in the police reports. J. A. B. Reported that he was speaking to C. T. C. When the defendant approached and began punching her in the face. C. F. T. Tried to break up the fight and may have been struck by the defendant as well. The defendant was convicted of attempted assault of law enforcement on May 26, 2016 in Missouri Court File 15SLCR0351301. A review of the Missouri statute indicates the conviction is the equivalent of assault in the second degree in violation of Minn.
