On November 3, 2025, at approximately 9:24 A.M., Officers were dispatched to the 1000 block of Wakefield Avenue, Saint Paul, County of Ramsey, on a report of a male walking around the neighborhood, opening mailboxes, and taking items from them. The male was carrying a cardboard box full of items. DS said the male walked around with a cardboard box with possibly clothing on top and mail envelopes spilling from the box. DS observed the mail walk to a neighbor’s house and take mail from the address.
Another neighbor told officers that the suspect was last seen walking east on Wakefield Avenue with a cardboard box and several pieces falling from the box. Officers saw pieces of mail on the sidewalk near the address on [ADDRESS REDACTED]. Officer found a male-later identified as WILLIAM CHIVES LEANYEAR, [DOB REDACTED]-sitting on the retaining wall at [ADDRESS REDACTED] and a full cardboard box next to him. LEANYEAR was fidgety, had a hard time following directions. Mail fell from under LEANYEAR’s shirt.
Mail addressed to at least eight other people was found in the cardboard box. A pink zipper wallet with documents belonging to LB was also found in the box. At the jail, mail addressed to three different people was found in LEANYEAR’s groin area. LEANYEAR declined an interview with an investigator.
