On January 8, 2026, at approximately 3:11 P.M., Deputy Wells was traveling on County Road 136 in the City of St. Augusta, County of Stearns, State of Minnesota, when he passed by a vehicle in a driveway that was parked partially into the road. Deputy Wells observed the driver appeared to be unresponsive and another passerby was checking on the driver. Deputy Wells ran a registration check and learned the vehicle was registered to Lyon Contracting. The driver was later fully identified as Jeffrey John Drown, [DOB REDACTED], the defendant herein.
The defendant eventually woke up and rolled his window down. Deputy Wells immediately smelled a strong odor of alcohol and the defendant was showing signs of significant impairment. The defendant completed field sobriety testing showing additional indicators of impairment. At 5:16 P.M., the defendant submitted to a DataMaster breath test, resulting in an alcohol concentration of.28. A review of the defendant's criminal history revealed three prior convictions for driving under the influence in Wright County Court File No. ••-CR-••-•••• on November 21, 2024, Ramsey County Court File No. 62SU-CR-19-851 on June 6, 2019, and Stearns County Court File No. ••-CR-••-•••• on August 31, 2017. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 8th day of January, 2026, in the City of St. Augusta, County of Stearns, State of Minnesota, committed the offenses described herein.
